Why is an outage checked twice?
Understand the 30-second confirmation window.
A single failure starts confirmation rather than immediately opening an incident. A second failure 30 seconds later confirms the outage, opens the incident, and queues alerts.
Recovery is confirmed the same way. Confirming down counts as up until confirmation, and confirming up remains down. Both checks come from the same monitoring location.
