Does a slow response count as downtime?

Successful slow checks can alert without opening an outage.

No. A successful check above the configured slow-response threshold produces a slow response alert without counting as downtime.

A check that fails its status, keyword, TLS, connection, or timeout requirements is different: it can become an outage after confirmation. Inspect the individual check result to distinguish the two.
